Today’s newsletter is about the future of embodied carbon regulation in the State of Washington. Specifically, we are writing to make you aware of the upcoming Washington State Building Code Council (WA SBCC) meeting to review a code proposal for embodied carbon code - happening virtually on June 13th from 9am-12pm PST .

You might know that during the 2025 session, the Washington State legislature considered a proposal, HB 1458, which aimed to set requirements for reducing embodied carbon emissions of buildings and building materials. Similar to the embodied carbon legislation enacted in California, the Washington proposal laid out three pathways for projects to reduce their embodied carbon: (1) building reuse, (2) whole building life cycle assessment (WBLCA) and (3) environmental product declarations (EPDs). While HB 1458 was passed by the House, it failed in the Senate appropriations committee.
In parallel to this legislative effort, a proposal was submitted to the WA SBCC that would allow jurisdictions to opt-in to appending their local codes with embodied carbon requirements. This proposal is being reviewed by WA SBCC at an open meeting on Friday, June 13th from 9am-12pm PST. This is your chance to shape the future of embodied carbon regulation in Washington!
