The California Building Standards Commission will be considering a range of CalGreen code
amendments during the 2022 Intervening Code Cycles. These will include a proposal to
adopted a new set of embodied carbon requirements for buildings over 50,000 sq. ft.
This code proposal will go before the CALGreen Code Advisory Committee on February 8-10,
2023. Following the CAC meetings, if the proposal recommended for adoption, then it will undergo public review and comment starting in April.

Under the heading BSC 04/22 — Amend the 2022 edition of the California Green Building Standards Code, Part 11, Title 24 the language can be found in the linked items.
Summary of the proposal:
Nonresidential new construction projects over 50,000 square feet will be required to comply with
one of three pathways intended to reduce embodied carbon by approximately 10% compared to
business-as-usual. These large projects need only comply with one of the following:
● Reuse 45% of an existing building
● Complete a whole building lifecycle analysis (WBLCA) demonstrating 10% lower than a
baseline project design
● Obtain environmental product declarations (EPDs) for five high-impact materials that are
on average lower than a specified threshold of global warming potential
